The Port Authority will approve this Thursday an investment of 48 million euros for the expansion in height of the automobile silo. The Board of Directors will foreseeably give the green light this Thursday to an investment of 48 million euros for the construction of the second, third and fourth floors of this infrastructure. For the president of the APS, this is "very good news" that will serve to "respond to the port's space problems and consolidate its growth". It is also planned to approve the declaration of the lighthouse of "El Caballo" as a previous step to its management by the City Council of Santoña. Santander 14/12/2021. The president of the Port Authority of Santander, Francisco Martin, has described this morning as "very good news" the expected approval in the Board of Directors this Thursday of an investment of 48 million euros for the expansion in height of the automobile silo. Martin explained that, once completed the first phase of the infrastructure "in record time", will now process the financial approval of the construction of the second, third and fourth floor of this infrastructure that "will respond to the problems of growth of the port without making new landfills in the Bay", something that has been committed to "on numerous occasions". The work, which has a completion period of forty months, must then be submitted for technical approval by Puertos del Estado. The Board of Directors of the Port Authority will also discuss, at its meeting on Thursday, the proposal to declare the lighthouse of El Caballo, located in the municipality of Santoña, unnecessary, as a previous step to its disaffectation. This facility, attached to the Port Authority of Santander in 1994 as part of the coastal lighting and maritime signaling, did not develop these functions since at least 1992. Also, El Caballo does not appear as a maritime signal in any of the resolutions of beaconing of Puertos del Estado. The president of the Port Authority, Francisco Martín, has considered that "since the lighthouse does not develop the maritime signaling service provided and that it was assigned to the APS for that purpose, it does not make sense that it continues to be part of the port public domain assets" so a process of disaffectation will be initiated, which requires as a previous step the declaration of unnecessary use of the space. In this sense, on a temporary basis, and until the end of the procedure for the disaffectation of these facilities with their assignment to the Coastal Demarcation, the APS will sign an agreement with the City Council of Santoña to regulate the regime of access to it. Also, the Council will take advantage of its meeting to make a modification of the organization chart that will serve to adapt it to the new needs of the port, after the approval of new allocations by Puertos del Estado. Thus, the Port is provided with a third Area Manager, which imposes a redistribution of competences, leaving the three main areas of management as follows: Planning and Operation, Maintenance and Technology and Public Domain and Infrastructures. On the other hand, it is also foreseen that the Board of Directors will delegate to the President the approval of an anti-fraud plan, according to Order HFP/1030/2021 of the Ministry of Finance and Public Function. This is a necessary instrument to process the collection of the aid granted by the European Union's Recovery and Resilience Plan, through the Next Generation funds, of which APS is a beneficiary with 7.5 million euros. The objective is to promote new facilities to improve accessibility for freight traffic and energy sustainability within its facilities.
